Restrict notifications based on user or group

when a user from a group upload a file, send notifications via email to the 
entire group

It's possible?

Yes, notifications can be sent to entire group. But unfortunately, it is not 
yet possible to limit notifications based on the user or group.

Can't make any promise, right now I'm making version 2.0 and it takes pretty 
much all the time I have.
