Default/Restricted Path for Published Folders #424

It would be useful if there was a way to restrict published folders to a 
particular absolute path.  For instance, I want all my published folders to 
reside within /var/www/mollify/folders.  Is there a way to configure that?

I'm currently running version 1.8.9.2

Not at the moment, but should not be hard to add.

I've implemented this with a few simple modifications.  The attached zip 
contains modified files for version 1.8.9.2.  Look for lines commented with 
"LJU". Feel free to use as you see fit.  Let me know if you have any questions.

This was added in 2.1.3 with backend setting "published_folders_root"
