Can't use variables in Notificator

What steps will reproduce the problem?
1. In administration, I'm attempting to create a notification and in the 
message edit screen, when I try to insert a variable like %user% and hit Edit, 
I get a Bad Request error from the server. I don't see anything in the error 
log, but it does not like %. I can enter regular text all day just fine.

What version of the product are you using? On what operating system?
1.8, Client machine is a Mac OS 10.8.

Please provide any additional information below.

The only error from that log I can see, is missing notificator database tables 
from jan 31st, but I doubt this is about that.

The error is not mollify error, but probably PHP server error. So please try to 
reproduce the error, and then get only the related part of the log.
