[BUG] prevent auto-upgrade of phones on Android APIs 19-23 to non-working GNSS #554

hate to do this, but it looks like we're forced to use minSdk 24 to list in the app store with working GNSS support now. RIP, some of my favorite old WiGLE-ing phones. :(

These phones would otherwise receive an app upgrade with no path to working GNSS on play store release.
