Improve highlight behavior #1

The top and bottom areas of the Sankey diagram have "dead zones" where the pointer events don't trigger highlight actions in the Voronoi layer.

The smaller Voronoi layer indicated by the red border contributes to in the top and bottom "dead zones" in the Sankey diagram.
