WIP: upload command to create pull request from command-line #52

Part of the problem with enabling this is organising the files created by the command.

This is a bit ambitious (and not especially easy to use) as a shell command. It might make more sense to run a git hub pages server or similar that runs the command through a web interface.

This is getting close. Main lack is in not validating data, unstitching, evaluating.
