Able to reject submission without selecting reason #212

"I have found a small bug, if you pick the custom decline option then switch to rejecting, you can reject a submission with no explanation. (which makes me ask why I can't just add a custom reject option, but that's not the point of this post) – AssumeGoodWraith"
