Add G11 and G3 CSD options #229

Addresses #92 and #91. For drafts declined as vandalism/BLP violations, it will not provide the option to tag with G10 (attack page) as someone asked in #91.

It's been awhile since I looked at this ticket. Remind me, does this add a check box that lets you choose to CSD/not CSD, or does it always mark CSD? The former would be preferable.

Why is G10 not being considered? Every discussion seems to indicate that it is a desired option. I would argue against G3, personally.

The "attack" decline criteria is currently an alias of the "vandalism" criteria. We'd probably need to unbundle them first, so that we can correctly link vandalism to G3 and attack to G10.

This is also why I don't see G3 as being necessary. Either way, G10 is an option, so if it's a decline for petty vandalism it doesn't need a G10 tag.

Sorry, have to decline this one. The discussion at WT:AFC did not achieve consensus for this feature.
