portlet: Add mw-portlet class to vector menu #5

I can't open the menu on Vector skin. But it's fixed by adding "mw-portlet" class to the nav.

I am able to open the menu and this change is only removing the extra left margin, but I see that the same patch was applied to https://github.com/wikimedia-gadgets/twinkle in PR 1295 (commit 81660e2) so yes, let's do this here as well.
