1.x was EOL (ish?) as of 24 Oct 2020.

I'd say bump the major version here and make it so. Folks who need Composer 1.x support can use older versions.

Would be nice to get https://github.com/wikimedia/composer-merge-plugin/issues/240 fixed before stripping out a load of code...
