327: Add Styles and Theme Functionality for Custom Event Language Selector Block #8

This change adds front-end styles for the custom "Primary Event Language" block that allows users to select a language for the event they are creating. It also updates the Events default block template to include this custom block.

We are holding on merging this until addressing an underlying issue where translated events aren't showing up in the picker
