Footer, first draft #14

@wikey, any thoughts on what pages to put in the footer? My first draft is based on old.wikiotics.org and will be visible in the preview.

Other potential ideas for footer links: github, google group, twitter, (mastodon?)

We could also potentially show the last modified date of any page using Hugo's git info variables, just like is done in Hugo's documentation.

I'm removing the "Help" page because it is very outdated.
