Produce monthly WP JSON for BTE #23

We should generate a BTE JSON file from monthly release, e.g., the human gmt file. This should be deposited into a specified location that BTE regularly checks for updates.

Note: this task is not part of the Translator ARA project (it's more of a KP thing). So, consider this an extra export type from the WP project. Skip including this in annual reports.

@ariutta Can we close this one? Is this something you've added to your monthly WP release protocol?

BTE has been using a different pipeline for WP data. We'd have to discuss this further to clarify the goal.
