deleting user from admin

What steps will reproduce the problem?
1. log into admin /index/siteadmin
2. go to members and try and delete a user
3.

following error occurs

Hi Jon, you can not delete user, because there are dependency. Like, user 
"sadeq" created a project. another user work on that and get reviewed. If you 
then delete user "sadeq" then in that project you could not get all information 
of buyer (because you already deleted).

So my suggestion is do not delete any data, like project, user, list. just make 
ban/disable/de-active function.

you make a good point, but what if that user had no data.
Just registered.

Perhaps make it like you say.
Give option to ban and delete
but on delete option, make check if user has dependent projects, money, ratings.
