Add SE 21 (and SE 17) to the test matrix #16

Making SE 21 a preferred choice, on par with SE 17 or at least SE 11, is a general WildFly goal for the first half of 2024. So anywhere we can we should run tests using it.

I believe prospero-extras is only testing with SE 11, so adding SE 17 would be good too.
