Introduce check for synchronization between JIRA issues in commits and title #102

All JIRA issues between in title must be matched on JIRA issues in commits and vice versa. Otherwise a failed format check should be raised.

Note: multiple commits with same JIRA issue might occur and multiple JIRA issues in the same commit might occur.
