Here is the initial draft of the workflows compiler design which team members including @walljcg @Yun-Wu @ericgitonga and @atmorling have seen and provided feedback on. Thanks all for your feedback so far!
This is not especially well documented or tested yet, but I think it is functional enough as a proof of concept, that it makes sense it to merge it to main here, so further development can proceed in the form of atomic PRs, and tracked in GitHub Issues.
I will merge this as a baseline for us, and then start to ticket out work via Issues.
