Rename Observations->Relocations #43

Let's rename SubjectGroupObservationsGDFSchema to SubjectGroupRelocationsGDFSchema.

This will also affect this function name

I see that this is a departure from the er_io function in ecoscope core but this better reflects what the function is passing back (relocations) and will cause less of a collision with SMART users.
