As we don't have the Wildlife Watcher 2.0 built yet, we should create the Bluetooth app to communicate with the WW120 PCB.

Based on the Architectures_for_app_developer_24Nov23.pdf and theWeta_Watcher_2.0_Commissioning_App.pdf docs, the app:

Must

[x] Work Off-Line
[ ] Android/iPhone
[x] Enable/Disable Device
[ ] Report on Status

Should

[x] Report on Battery Status
[x] Report on LoRaWAN Status
[ ] Sync Date/time from mobile
[ ] Sync GPS Location from mobile

Could

[ ] Set Heartbeat Frequency
[ ] Set LoRaWAN Credentials
[ ] Reset device

The design of the app should match page #10 and #11 of the wireframe presentation.
