Restructure admin access #293

Over the years I've grown to trust scouters much more than I originally did. I plan on removing admin blocks on all features that are not destructive. For these destructive features I would like to make them even more difficult to access. This will involve seriously limiting the number of users with admin access and making the most destructive features hard to find/access.

Moved most pages out of admin and restricted admin to only that role. Will need to spend some time thinking about what other changes are desired.
