The current logic for war packaging is as follows:
If there is a dependency flagged as a "web facet" dependency we consider that the project has everything it needs
If there isn't none, a dependency with id web is looked up in the metadata and added
If such dependency doesn't exist, spring-boot-starter-web is added as a fallback
This is an interesting case as it brings the use of metadata down to the generator. This is probably going to rule out itself once we merge things though.
