Differentiate between plain "repository" and "plugin repository" #48

Right now we have a single concept that's used for both but there would be a need to separate them. Most users do not need a plugin repository definition as the sole purpose of the repository is to grab additional dependencies.

If a build customizer is adding a plugin to the build, it should be responsible to register a plugin repository as well if necessary.
