Add Community Priorities Module #16

Fixes up Community Priorities JSON
Adds 'Info' question type
Fixes some styling
Adds questions from json files instead of db update file

Waiting for input on further module changes (e.g. scale formatting and survey sub-sections). Also need to move question upload code -- will only run if update 4 hasn't been made yet.
