frameRateMultiplier is not properly handled. #742

A frame rate multiplier is used when the desired frame rate cannot be expressed 
as an integral number of frames per second.

In current version I don't see this attribute is handled and this might cause 
issue when some TTML file is giving frameRateMultiplier instead of frameRate.
