Remote Display API black screen on STOCK phones #747

What steps will reproduce the problem?
1. Get a Remote Display API app (like google photos or cast-a-draw)
2. Try to cast
3. You get a black screen

What is the expected output? What do you see instead?
Not a black screen

What version of the product are you using? On what operating system?
Android 4.4+

Please provide any additional information below.

I thought this was an issue only with Cyanogen phones (Oneplus one, custom 
roms, etc.) but it is not.

After looking at my analytics, I've seen this happen on stock phones (Galaxy S4 
seems affected). Almost all feedback I've gotten from customers is related to 
this issue. I think Google should investigate since it does not only seem to 
affect CM.

What other phones are exhibiting this behavior and how often does it happen 
(e.g. 7/10 times)?

I can try and compile a list of the phones I suspect. Some stock Galaxy S4 and 
S6 show the behavior. Pretty sure of these two: GT-I9195 4.4.2 and GT-I9505 
5.0.1

A search for Google Photos on the chromecast help forums also shows a lot of 
activity and reports from stock phones.

If a phone is affected, it happens 100% of the time.

Best way to test is to simply put Cyanogen on any phone and try to cast Google 
Photos, that will help quickly pinpoint the issue, no?

The same with cyanogenmod 13.0, on both XiaoMi Mi4C and RedMi2, google photos 
1.13.0.113885202.
