I am thinking about dropping explicit test coverage for php < 7.4, what do you think?

/cc @dunglas (it looks like api platform still supports 7.1)

I am going to merge this patch right now so that we can get some CI again, if not explicitly supporting PHP 7.1 to 7.3 is a problem, we can still add it back.
