Add property to configure direction of pre-emption #15

Currently, when two or more volunteers exist simultaneously, the one with the 
*lower* IP address 
wins by default.

Whether higher or lower wins should be configurable as a property, to allow 
pseudo active-active 
clustering (running 4 processes on 2 machines with 2 user IDs).

Document pseudo active-active once this is done.
