CI not working for pull requests #12

All the pull requests before updating the CI ([Sprint 1, NFC]) did not pass over GitHub actions.

I thought that such phenomenon might occur, so in my PR, I manually updated the CI to run over GitHub actions in order to check if compiling is well done. (However such actions only occurred in my private fork, not the main repository)

Re-passing github actions seems to be a important task immediately.

I expect that it is because of privacy issues; I think the CI must be modified to run on other users' pull requests.
