NPCs for spawners #130

I've added a couple lines in the LUA for servers so that there will be a couple new NPCs using the Jaffa & Serpent Guard skins, using Combine Solider and Combine Elite, both with Zat guns as NPCs don't seem to be able to operate Staff Weapons (I think they might use the secondary shooting which we can change in the Staff Weapon LUA.)

Change is here: /lua/eap_librairies/server/general.lua and can be pulled to master.

CURRENTLY UNTESTED.
