no upgrade path from 0.38 to 0.7

What steps will reproduce the problem?
1. Install 0.38
2. Try to upgrade to 0.7

What is the expected output? What do you see instead?
Leagues and Divisions are missing in MySQL table

What version of the product are you using?
0.38 to 0.7

First of all 0.38 and 0.7 are the same versions, we made a version numbering 
shift to
accomadate the actual progress we have made. Unless you have installed a 0.38 
alpha,
you are most likely using 0.37.
If this is the case then please see the INSTALL file for upgrading info for
0.37->0.38/0.7. You have most likely replaced all the obblm program files 
without
running the required MySQL queries (which are found in the INSTALL file).

...and those SQL statements in INSTALL file are (most likely) easiest run from
phpmyadmin, unless you have some other tool you prefer.

If you get an error the most likely cause is that you've already run that 
statement
(try running from the next statement), or that you haven't run them in order 
(from up
to down).
