Include ELO in the ranking systems formula options #355

The NAF uses the ELO ranking system, and several of the coaches in my open
league have requested to use ELO points as the ranking system.

I believe it is a nice addition that will benefit perpetual open leagues,
as it clearly states a team strength in this kind of unscheduled leagues.

Besides, including the option to use ELO in the points calculation should
not be too difficult, as the whole ELO system is already implemented.
