What steps will reproduce the problem?
1. New player joining after league has started
2.
3.

What is the expected output? What do you see instead?
new teams will be able to input re-rolls at normal cost until they play
their first game

What version of the product are you using?
3.4

Be sure to follow the upgrade instructions in INSTALL file. And make a DB 
backup and
a file backup. (You can never be too safe. ;-))

What I meant was, as you may have noticed from Daniel's comment, that it's
implemented in the current build for the next release, 0.38.
It's not in the latest downloadable alpha either, sorry.
You will have to wait a little while.
