Suggestion - Inter Division Tournament #414

I run my League like an English football league with a series of Divisions.

All teams in the league also compete in a Cup competition however as teams
are now bound to a division they are unable to take part in a Cup
Competition that operates across all leagues.

This is already possible.  You have the choice to not tie teams to a division.

Maybe an option during upgrade.php to make this selection?

Normally this is what people would want by default. 
There are tons of things like this which are assumed during upgrade. I'd prefer 
to
just telling people to change it afterwards instead of making the upgrade.php 
script
ask all kinds of questions during upgrade. Maybe there could have been a notice 
text
after upgrading.
