Move the "coach schedule tours" setting to be an attribute of a tournament #507

The attribute of a tournament that specifies whether coach can schedule matches 
in the tournament should be editable on the tournament admin page.    

Context
OBBLM will benefit from increasing the functionality available to league 
admins. To do this many of the values currently in the settings file should be 
moved to the database and editable through the user interface

There has been talk of moving settings to the DB.  So far there is not a single 
setting that is tournament specific besides the front page stats being 
tournament specific.

The allowing of user sched. on FFA tours is in the settings files, yes.

I agree, this option should be moved, but I don't necessairy agree that the 
other settings should be moved just yet. Many (in fact most) of the settings 
are fairly static properties.

This issue was updated by revision r833.

Updated the settings, match scheduling and tournament administration to allow 
league admins to set which tournaments can have matches scheduled by the 
coaches through the UI instead of the settings file.

- the upgrade message is not necessary. The feature did not exist in 0.8
- renamed the new tour schedule boolean
- excellent job on the admin tournament management page.
