Tournaments not being available to schedule matches #530

What steps will reproduce the problem?
1. Go to Matches -> Schedule Match
2. Select the dropdown "In Tournament"
3. Only finished tournaments are listed

What is the expected output? What do you see instead?

Only un-finished tournaments should be listed.

Make sure you run the added mysql upgrade terms in the 
lib/mysql_upgrade_queries.php
