Spiralling Expenses

The system is not currently aware of spiralling expenses, and it would help if 
it were. 

Spiralling expenses should be able to be set on a league with an option to 
override at division and/or tournament level. 

Spiralling expenses should then be displayed on the match results page and 
automatically deducted from any winnings.

This had been discussed in the past and was rejected.  If it is agreed I 
already have a switch made up in
http://obblm.googlecode.com/svn/trunk/modules/leegmgr/class_upload_botocs.php

If you did then I am interested in getting a copy if you want someone else to
