Labels instead of tooltips for Hours, Minutes, Seconds #10

Just a minor UI improvement - Have "Hours", "Minutes", "Seconds" labels on
top of the NumericUpDown boxes so the user immediately understand what goes
where, instead of having to hover and wait for a tooltip to be sure

Of course this is an enhancement (as opposed to defect), I just don't know how 
to
mark it as such 

I have attached a screenshot portraying what I mean
