portable custom labels #307

I'm using an m7tmo running CM10.2, Talk Back 3.5.0_b1_r101. There doesn't seem 
to be a way to export custom labels for use on another device or import 
exported labels. So, if this feature is not implemented this is a feature 
request. If it does exist, it should be made more clear, perhaps it should be 
moved to the "manage custom labels" tab of settings?

Currently not implemented.  Considered an FR for a future version.
