rewrite command handler with argparse #11

That code is so shite. Rewrite it with argparse and/or set it on :fire:.

I started to rewrite it with argparse, but then decided not to and instead just cleaned it up. It's not too bad now.

Since we allow plugins to implement subcommands (which I had forgotten), I'm not sure argparse would make it any better, so I'm closing this out.
