Setting the user's party id #1

Given a user has never specified his a party id When they starts the program Then they should be prompted for a party id with details of how to obtain one

Given a user specifies a party id on app startup When they create a new ddex Then their party id is written to the message header section in the xml

Given a user has already entered a ddex party id When they starts the program Then they should be not prompted for a party id
