Addressed an issue where body scroll lock would not work if "Request Desktop Website" were enabled in Safari on iOS and iPadOS 13

This does fix the issue with iOS except for the IE11 check which is discussed in the thread posted below, if you are supporting IE11. (search MSStream) https://stackoverflow.com/questions/9038625/detect-if-device-is-ios

I think that is just IE11 for mobile...can't imagine many people are running that. This PR is tested and working on iPad simulator running iOS 13.3.
