The ability to upload custom photos from the user's device to use for labeling buttons

If we allow photos to be set hands-free, we'll need designs around a custom photo picker. Otherwise, we can use the default system photo picker in a touch-only scheme

This ticket also implies existing designs around displaying images in buttons, which do not currently exist
