[728] Add support for iOS 17 Personal Voice #731

closes #728

Extends the work from #730 and adds the option to use a Personal Voice. These two are meant to be taken together as one body of work, but they're being submitted as separate PRs to narrow the scope a little and also mirror the backlog tickets.
