Feature/simulator #269 & #270 #271

PR for issue #269 & #270 .

Implementation Notes:

add simulator section to the swagger docs
add simulator templates route and hander for the route
add get-simulator-arena-templates dao
add simulator template seed data and seed task
add arena config templates and update seed tasks for the templates
add dao for accessing one simulator template
create socket channel for simulations
hook simulator into frame processor
