Migrate join game checks to the transactor

PR for issue #280 #279 #276 .
Implementation Notes:
By moving these checks into the transactor, we're able to ensure that the data is up to date when adding users to a game.
Fix bug with player and wall health not reflecting game-state
Breaking changes:
Sends back a percentage for wombat hp (note: can be over 100%)
