That kubernetes version is definitely supported.

I don't know why the tools you're using don't think kubernetes-validate==1.28.0 exists, it looks like it's got an incredibly old result from pypi - are you using an offline mirror like nexus or something

https://pypi.org/project/kubernetes-validate/#history - 1.28.0 exists, as do subsequent versions up to 1.31.0
