Registered user can create JournalEntry $20USD

on DashBoard.tsx a registered user should see the pencil icon/button <EvaIcon name="edit-outline" /> next to every Step.
User should be presented with a dialog box to input a journal Entry. (Like a Blog Post that is associated with the User (author) and Step) IMPORTANT
Only Recent Journal Entries should be displayed, using the same logic as the filter to display JobRuns on the Dashbaord view
