What steps will reproduce the problem?
1. Compile and run sample for WindowShade component
2. Expand any page
3. Tab through page controls with keyboard

What is the expected output? 

Focus frame is drawn around focused control.

What do you see instead?

Focus frame is shifted when tabbing with keyboard reaches the header of
WindowShade

What version of the product are you using? 
FlexLib 2.4

On what operating system?

Windows XP
