Docker cannot handle containers such as HBox - it can only handle DockingToolBar #203

Creating a Docker component.  If you organize the DockingToolBars in an
HBox, or add other containers to the Docker, resizing and layout do not
work properly.

What is the expected output? What do you see instead?
The assumption that was made is that a DockingToolBar needs to have a
Docker as a parent.  This is limiting in the layout of the DockingToolBars.
