What steps will reproduce the problem?
1. Reload Dockable Toolbar example swf for several times.
2. Sometimes, those toolbars are aligned in different rows not a single
row.
3. This problem happens randomly.
What is the expected output? What do you see instead?
The component behavior should be consistent as defined.
